Akon Guode, who was behind the wheel at the time, told her family she felt “dizzy” in the moments before the car went into Lake Gladman.
The mother of seven children had migrated to Australia from South Sudan to escape war after her first husband died.
Victoria Police said a 36-year-old Wyndham Vale woman arrived at the Spencer St police complex at 12:30pm and was being questioned.
A spokesperson confirmed to the ABC the woman was Ms Guode.
They said the investigation was ongoing.
